US CPSIA Reasonable Testing Program

As required under the Consumer Product Safety Improvement Act (CPSIA), the CPSC (US Consumer Product Safety Commission) is enacting new guidelines in 2011 for both children and non-children’s products. It anticipates that the new requirements will be finalized and approved in 2011 and that compliance may be required as early as six months after approval. Manufacturers and importers need to comply with new requirements such as, but not limited to, remedial actions, tracking material changes, and the process for creation and storage of product related documents. For retailers, the new requirements pose new challenges for determining if products on their shelves are compliant. Concerns raised by the supply chain include:

  1. What new requirements are anticipated under the guidelines?
  2. How can compliance be easily demonstrated across the supply chain?
  3. What steps can be taken to prepare?

About the speakers
Mr. Kenneth Woo is a Technical Manager of Bureau Veritas Consumer Products Services in Hong Kong. Kenneth has more than 10 years of experience in consumer product testing industry especially in the area of toys and children’s products.

Having faced the China Intellectual Property (IP) and Quality Control monsters early on in his career, Mr. Mike Bellamy decided to do something about it by developing the PassageMaker "Black Box Quality Gate" system to extract the best pricing in China and protect IP without compromising quality and service. PassageMaker's 100% US owned and operated Assembly Center in S. China serves as the client's "black box" where inspection, final assembly and branding takes place behind closed doors. In this fashion, Intellectual Property is physically secured and full quality inspection is conducted before product leaves China.

Mr. David Dayton is the owner and manager of Silk Road International (SRI). David has nearly twenty years experiences working in and with Asia and he leads SRI from the Shenzhen, China office. Besides Shenzhen, David has lived, worked and/or studied in Thailand, Taiwan, and other places in China.

Mr. Melvin Tang was born and raised in the Netherlands. He moved to Hong Kong in 2005, where he has worked for AsiaInspection for the past 5 years. As the Sales Manager, he is leading the International Sales team to assist foreign firms secure their supply chain and ensure their products meet quality standards. Bridging cultural and language gaps between clients and suppliers, Melvin is fluent in Dutch, English, Cantonese and Mandarin Chinese.
Mr. Thaddaeus Mueller holds a masteral degree in Economics and Business Administration from the Catholic University of Eichstaett, Germany and studied at the Stellenbosch School of Business, South Africa and the Liberà Università di Bolzano, Italy.

Ms. Maryann Wong joined Pantone in 2003. She plays an essential role in the business expansion of PANTONE® for fashion and home color system in the Asia Pacific region. Her wealth of experience has enabled her to understand and cater to the needs of her customers.

Mr. Kevyn Kennedy has over fifteen years' experience in conducting and managing commercial inquiries throughout Greater China. Prior to founding the China Business Intelligence in Taiwan in 1999, Kevyn worked as an investigator for the International Federation of Spirits Producers, and managed the IP Division of Pinkerton Consulting and Investigations in Taiwan.

Mr. Robin Ngai is the Senior Marketing Executive for Fiducia Management Consultants and oversees multiple marketing activities from website maintenance to publishing of promotional materials to event management. He is the Editor-in-Chief of Fiducia's monthly publication 'China Focus', which involves managing the research and writing of business articles focused on corporate issues in HK and China.

Mr. Renaud Anjoran is the General Manager at Asia Quality Focus, an inspection company based in South China. Before joining AQF, Renaud founded Sofeast, a quality assurance firm specializing in textile products and based in Shunde, China. He managed Sofeast for four years and partnered with AQF and merged the two companies' quality control operations.

Ms. Sophie Mao is the founder of Chibridge, a law firm providing legal to international clients. She started Chibridge with the goal to provide clients with a better understanding of local China culture and business environment at a rate much lower than the international firms.

Ms. Elaine Tam joined WGSN as Product Manager for the Asia Pacific region in April 2007. Raised in Boston and New York, Elaine graduated from Bentley College Massachusetts and The New York Fashion Institute of Technology with a degree in Fashion Merchandising. Elaine has an eye for fashion. Her background spans across retail, trends, and fashion merchandising.
